The mission of the San Diego-Imperial Counties Labor Council is to organize the community to promote social justice for all working people and improve the conditions for workers on the job, in their homes and in the community.
The mission of YouthBuild USA is to unleash the intelligence and positive energy of low-income youth to rebuild their communities and their lives.

The San Diego and Imperial Counties Labor Council is the local central body affiliate of the AFL-CIO founded in 1902. It includes 129 affiliated labor groups within San Diego and Imperial Counties with a membership of more than 189,000 working families.
The Labor Council offers an avenue for local unions to come together as a unified group.
We are not a union, but a union of unions. We cover every sector of the workplace, including members in the building and construction trades, hotel workers, longshoremen, nurses, fire fighters, teachers and hundreds more.

The YouthBuild program with the San Diego and Imperial Counties Labor Council was started in January of 2010 as one of their job training programs. The goal is to provide young adults with concrete training in a variety of different construction trades and opportunities to continue their development in apprenticeship programs after completion of the YouthBuild program.
In addition to basic skills training in construction, YouthBuild students have been involved in a variety of community projects including:
- Greenhouse construction for Crawford High School
- ADA access concrete project for low-income housing unit in National City
- Apartment rehabilitation projects for low-income housing in National City
- Interior restoration of a historical building in National City
- Interior home redecorating for Robles Brothers House in Imperial Beach
